I'm sorry but there are literally thousands of places to start with something like that. Want to get better at animation? Buy Richard Williams' Animator's Survival Kit, Want to get better at drawing for cartoons and comics? Get Stan Lee/John Buscema's How to Draw the Marvel Way. Read them, study them, practice.
