I remember reading somewhere that Adam Phillips used to have problems importing Photoshop JPEGS into Flash and getting his cartoons to run smoothly.
I don't know if it's worth suggesting you try to Trace>Bitmap the JPEG and converting that into a symbol. Then delete the original JPEG.
I have tried this in the past but sometimes with highly detailed pictures (like yours) it can cause the program to crash and you have to re-start your computer.
(Now that I have typed this out I realise how worthless my "advice" is. Sorry.)

Really, i thought in order to be an insanely good voice actor you had to make people feel like the character is real, not just like an empty shell with a voice behind it. If you can pick the voice actor out without being told that hes doing the job then they're not doing a good job in my opinion.
